Many PS vita owners had problem logging in the PSN after the system's latest software update.As you can see from the video below you cannot access apps such as messages,party,facebook because you cannot log in to your SEN account.

The problems has to do with new terms of service that Sony released but a bug prevents you from accepting them from the PS Vita.From your web browser go to Sony Entertainment Network link here http://www.sonyentertainmentnetwork.com/ sign in with your account and accept the terms of service.Other solution from your vita open settings go to PSN then open system activation,game,activate.Now start a psn related app the new terms pops right up you can accept and you are ready.
